The 2006 Challenges

    Not all parents wish to work and would prefer to be full time parents. However, for those parents who want to work, does childcare provision on the Island present a barrier to the full participation of parents in the workforce? The DTI and other Departments of Government consider that subsidising childcare tends to increase the cost at source; the consensus is that other ways of increasing access to childcare need to be considered.

    The Challenge

    All business sectors on the Island produce waste. This waste has to be managed as part of the business process and either recovered for re-use or recycling, or for disposal. With the introduction of the ‘polluter pays’ principle, the cost to business of managing waste has increased substantially, therefore waste management costs are now a very real part of business overheads.

    While larger organisations may have access to professional advice on waste minimisation, small businesses do not generally get such opportunities to review their waste quantities and types and to consider alternative strategies and options for waste minimisation in order to reduce their costs.

    The Challenge

    Develop a comprehensive and integrated scheme that Small Businesses will be able to use that will assist them to include waste management as part of their business planning and cost control processes, and to address and implement (as an on-going process) waste minimisation and recycling initiatives.

    Tourism is, by its very nature, a fragmented industry. The Tourism Strategy considers that industry representation should be strengthened in order for improved support to be given to the key issues the Isle of Man is now facing particularly in the areas of product development and marketing. In particularly it is recognised that the accommodation sector has lacked co-ordination and leadership and that a representative body for this sector and the hospitality industry as a whole should be encouraged to provide improved representation.

    The Challenge

    • a) To recommend the most effective structure for the newly reformed Manx Hospitality Association.

    • b) Produce a development plan for the Association to maximise its influence in the positive growth of the hospitality industry on the Isle of Man

    • c) Recommend how the Association should be funded to give best value for money for the relevant stakeholders

    Recent anecdotal evidence suggests that whilst the Isle of Man Government is creating an increasingly attractive environment for new businesses, more attention is required in respect of other factors which influence inward investment such as the image and environment of the Island’s town centres.

    The Challenge

    • a) What is the impact of the environmental quality of the Isle of Man’s town centres on the Island’s economy

    • b) What are the likely benefits to the Manx economy of investing in a comprehensive improvement of:

      • a. Douglas town centre
      • b. Other town centres
    • c) What changes should be made for the best results
